On 05/17/2011 The Citizen Ambassador of Venezuela to the United Nations Organization Jorge Valero in a desperate attempt to divert attention from the international community to the serious events that have been known about the Regime of Venezuela with regard to support for international terrorism, said the United States protects terrorists, referring to Luis Posada Carriles, Raul Diaz, German Varela López and myself. Again

Ambassador makes use of slander and misrepresentation of the information to smear and want to accuse the United States, a country where there really is the rule of law and independence of powers to protect suspected terrorists. I remind the Ambassador Valero both German Lieutenant Varela López and myself we are protected under the United Nations Convention against Torture, as was demonstrated in Immigration Court presided by Judge Neale Foster that if we returned to Venezuela would victims of torture and degrading treatment could reach even to the physical elimination, which is an obvious fact that Venezuela does not respect life opponents are tortured and violated human rights issues that currently are reported to the Inter-American Commission of Human Rights. It is equally important to note that the request for extradition made by the Government of Venezuela to the United States requesting that we send to me and Lieutenant Varela to Venezuela for alleged commission of the attacks on diplomatic offices in Spain and Colombia year 2003 was denied by the State Department because it does not contain any kind of evidence to show our involvement in these terrorist acts. It also demonstrates the politicization of the Venezuelan judicial system, the use of courts to prosecute those who think different and the lack of consistency in the cases that are created in the laboratories of the former SEBIN DISIP to criminalize opposition of the regime.

Excellency, Lieutenant Varela much like myself are not criminals, not terrorists, we are one more example as political prisoners and many other Venezuelans of the outrages committed by the government of Venezuela to end the political opposition inside and outside Venezuela. Today already are seeing who the real terrorists and those who actually are violating international law by supporting extremist groups that threaten the stability and world peace. It is not just against us that there are thousands of supporting evidence the FARC, ELN and members of the ETA, as well as providing protection to drug trafficking that military and members of the regime of Hugo Chávez. The irregular situation we have reported since 2003 and we present evidence before any court. I am sure that in the case of Venezuela regime can not do the same and if they have the urge to publicly display.

OPEN DEBATE IN THE SECURITY COUNCIL ON THE REPORTS OF THE SUBSIDIARY COMMITTEES ON TERRORISM

Mr. President,
appreciate the reports submitted by committee chairs Subsidiary of the Security Council: 1373, 1540 and 1267, which are useful for Member States.
Mr. President,
The fateful events of September 11, 2001 shocked the world. All Member States of the United Nations to roundly condemned the scourge of terrorism. The Security Council adopted resolutions 1373 (2001) and 1624 (2005) where he urged States not to give refuge to terrorists, and not to resort to political motivations for refusing requests for extradition. The United Nations assumed
thus commitment to combating terrorism in the context of multilateralism and international cooperation based on respect for self-determination, sovereignty and noninterference in the internal affairs of States. It was a struggle within the United Nations Charter and international law.
September 11, Mr President, also served as a pretext to further unilateral actions and aggressive imperialists, against sovereign countries. In the name of the war against terrorism is to justify preventive war, regime change, state terrorism and left-side or vulnerable to the precarious international legal architecture.
In name of combating terrorism invaded Afghanistan and Iraq, killing thousands of innocent people and promoting state terrorism.
10 years after the fateful events of September 11 the world is not safer.
Sir, That
State claiming to fight a global war against global terrorism, it refuses to condemn the vicious terrorist Luis Posada Carriles or extradite him to Venezuela where he was serving his prison sentence for the bombing of a Cubana Aviation killed 73 Cuban athletes. That notorious international terrorist
today freely walks the streets of Miami, Florida, after being acquitted by a court in El Paso, not terrorism, but for lying about their immigration status.
Posada Carriles admitted just days ago in an interview on CNN in English, "an agent of the CIA" and boasted of having committed numerous political killings in several Latin American countries.
With it, other terrorists making their lives freely in this country: Raúl Díaz Peña, José Antonio Colina and Germain Rodolfo Varela, sentenced to prison in Venezuela for the bombing of the consulates of Spain and Colombia, in Caracas, in 2003 .
While convicted and confessed terrorists are protected, five innocent Cubans, just working against terrorism, continue to unjustly held in U.S. prisons.
Mr. President,
As long as the practice of classifying some terrorists as good and others as bad, while still promoting state terrorism, the killing of innocents in the name of an alleged war against terrorism and violating principles and rules of the United Nations Charter and international law, the world will be safer.
Mr. President,
The deplorable living conditions of some of the world, injustice and inequity, ethnic, religious or any kind of foreign intervention and occupation sovereign countries, encourage terrorism. These terrible stigmas that threaten the dignity of millions of human beings in the world, must be eradicated.
The Bolivarian Republic of Venezuela reaffirms its commitment to implementing the Global Strategy of the United Nations against terrorism, and reiterates its commitment in the fight against this scourge in all its forms and manifestations, whatever its origin or motivation, including State terrorism, which today is an instrument for countries and peoples subjected to foreign occupation and neo-colonial domination.
